Pretty much All car companies try to scam. Or charge you ludicrous amounts for insurance so that when they scam you at least don't have to pay. Few weeks back one billed €450 for a replacement key lol (I had insurance)
Would recommend getting insurance from a separate company. Pre corona could get it for 40€ annually, but these policies often now don't work because governments advise against travel which invalidates them. That said, I'm reasonably sure that this one is still valid

With that + airport car hire which is about €140 a month is a good option imho
There’s this organism in PT that can handle all the documentation and process if you become a member. ACP it’s actually pretty great.
